Under the presidency of the Norwegian Prime Minister, M. Mowinckel, the" Council of the League of Nations opened this morning at Geneva. _ The session was devoted to routine business, which included consideration of the report of the International Intellectual Co-operation and the report on opium traffic.

Satisfaction was expressed at tlie great improvement in the international situation regarding opium traflic since the operation of the convention for the limitation of the manufacture of drugs in 1931.
