SOCIAL OWNERSHIP.
PLAN ADOPTED IN CANADA. OTTAWA, July 21. Tlie Co-operative Commonwealth Federation, at its convention at Regina, Saskatchewan, adopted its social ownership programme. It denied any policy of outright confiscation, and recognised tlio need for compensation where confiscation was effected.
