Your report 011 June 21 011 the above matter is incorrect in an important particular. I certainly undertook to give an opportunity for consideration of the project, but "as an unemployment relief scheme," no, decidedly I did not add any such statement. On the contrary, I emphasised that the board definitely disapproved of such non-productive schemes, and the special inspection of work carried out in the North Shore boroughs by the, board's, inspector on November 28 last, and the Minister's subsequent letter, clearlv indicated tho fact.
