MENACE OF AIRCRAFT VESSELS TOKYO, June 18. In response to America's naval plans Japan has adopted a £44,000,000 naval replenishment scheme. It is to be carried out in three years. The naval estimates next year consequently are expected to be slightly in excess of the present ones. America's aircraft-carriers are regarded as constituting a special menace.
