TRAFFIC MEN'S SPEED TEST. CENSURE BY MAGISTRATE. (By Press Association.) CHRISTCHURCH, tills day. Two traffic inspectors at Kaikoura, who drove a motor truck at night without a light while carrying out a speed test, and who undertook the test without notifying the owner of tlie truck, were severely censured to-day by air. Lawry; S.M. The owner of the truck, George Ilill, was previously charged with exceeding the speed limit, and the magistrate adjourned the case to enable a test to be made, as there was a conflict of evidence; Mr. Lawry to-day dismissed the case, deciding that he could not accept allegations made after a test that was catfied 1 out surreptitiously 1
