The Great Seal is kept by the Lord\ Chancellor. It is the emblem of sovereignty, and the only instrument by which the will of the sovereign can be expressed. When a new seal is required, as on the death of the sovereign or on a change of the Royal arms, the old seal is publicly broken, and the fragments are given to the Lord Chancellor.
