Manchukuo and Soviet Disagree Over Railway.

SHANGHAI, April 10.

The Chinese Eastern Railway is again causing international controversy, this time between the Soviet and Manchukuo. Tho situation is daily becoming more acute.

Harbin messages state that Manchukuo is preparing to take drastic action to prevent the further removal of Manchukuo trains in Soviet territory.

Yesterday, the western section of the railway was cut by the Manchukuo authorities at Manchuli, thus preventing the removal of rolling stock across th® boundary. Similar action is cxpectcd to be taken at Pogranitchrays.

Manchukuo claims that over 3000 freight trucks and engines have already, been removed in Soviet territory and have not been returned, in spite of repeated demands. This has resulted in the issue of a warning to the Soviet railway authorities.

It is reported that the Russian employees are planning a general "walkout." The situation is reminiscent of the previous Eusso-Chinese dispute, the difference being that Japan supports Manchukuo's actions.
