It means that when a Socialist Government is returned to power the Bank of England, the joint stock banks and staple industries will be placed under the control of boards of management. The trades unions will select representatives to -serve on the boards, and will claim self-government and work* shop control,' while rates of wages and hours of work will be negotiated between the trades unions and the joint boards.
