BRITISH DENIAL.
Restriction Plan Attributed to New Zealand. OFFICIAL VIEW STATED. (Received 11 a.m.) LONDON, March 23. Government circles give an emphatic denial to the "Daily Herald" assertions that Britain inspired the butter restrictions. , It is reiterated that New Zealand initiated the restriction plan. Britain is not wedded to restriction, and would gladly consider any scheme to raise prices, but the Dominions offer no alternative to restriction. Britain would readily agree to the Dominions sending unrestricted expoi ts but the Dominions' prices would inevitably be jeopardised. It is pointed out that restriction of foreign butter without Dominion reduction would defeat its own object, because foreign dany imports had dwindled in the past few years, whereas New Zealand and Australian had vastly increased.
