FUTURE OF INDIA. Historic White Paper Raises Fever-Heat Speculation. TERMS OF GOVERNMENT. (United P.A.—Electric Telegraph—Copyright) " (Received 0.30 a.m.) CALCUTTA, March 15. Speculation is at fever heat regarding the contents of a historic White Paper on the future of India, which is to be published- simultaneously in England and India on Saturday. It is reliably stated that the following will be the main provisions of the Government of India. Bill:—lnauguration of provincial autonomy without further Parliamentary sanction, inauguration of federation with responsibility at the centre with Parliamentary sanction after the fulfilment of specified conditions, such as the establishment of effective operation of a Federal Reserve Bank and the number of seats to be allocated. Safeguards include the Viceroy's and Governors' powers in matters affecting defence and external affairs, ecclesiastical subjects, the protection of niincri? ties, prevention of any grave menace to peace and tranquillity in India, protection of the rights of States, and the prevention of commercial discrimination.
