NEW HITLER REGIME.
Papen Believed " Power Behind The Throne." STORM TROOPS AS FASCISTS. (Received 11.30 a.m.) BERLIN, January 30. It is understood that while the Government is headed by Herr Hitler, the "power behind the throne" is von Papen. Socialists and Communists are expected to fiercely oppose the Ministry. Hitler insisted on filling the important Ministries with Nazis and required that the Storm Troops be officially recognised on the lines of the Italian Fascists.
Though several powerful subordinates of Hitler are included in the Cabinet, the fact that it is a coalition will probably prevent the adoption of an undiluted Nazi programme. It is understood that the new, Chancellor is expected to obtain authority- to dissolve the Reichstag if necessary and to arrange for a new election.
Prices on the Bourse rose as the first reaction to Hitler's appointment, but suddenly weakened, especially on the bond market, apparently due to uncertainty concerning his economic policy.
. Many internal changes are likely, including the presidency of the Reichsbank, in- which Hitler will probably supplant Dr. Luther by Dr. Schacht.
