LONDON, January 30.
Herr Hitler, leader of the Nazis (National . Socialists) has been appointed Chancellor and Herr von Papen, Vice-Chancellor and Commissioner of Prussia. The new Chancellor-has formed a Cabinet including the following Ministers: — Wilhelm Frick. —Minister of the Interior. Baron von Neurath. —Foreign Affairs. General von Blomberg. —Minister of Defence. Count Scliwerin von Ki-osigk.—Minis-ter of Finance. Dr. "A. Hugenberg (leader of the German People's party).—Minister of Commerce and Agriculture. Franz Seldte (the well-known Steel Helmet leader).—Minister of Labour.
Baron Eltz von Ruebenach.—Minister of Transport.
Captain Goering.—Minister without portfolio, also Controller of the Prussian Police.
The news of Herr Hitler-s appointment to the Chancellorship spread like wildfire through the city. Great crowds gathered outside the Chancellery and the police had to clear a way for his carriage. One of Hitler's first steps will be the suppression of the Communist party.
General Schleicher, the retiring. Chancellor, is of opinion that Herr Hitler's appointment was President Hindenburg's best escape from a perplexing situation.
Hitler's spokesman says that he has taken the oath of allegiance to the Republican Constitution and will rule legally-
Earlier Fears and Hopes. In an earlier message . the Berlin correspondent of the "Daily Express" said that President Hindenburg had entrusted Herr von Papen with negotiations for forming "a new Cabinet, and ' that Papen offered Herr Hitler the Chancellorship with himself as ViceChancellor and Commissioner for Prussia. As the Commissionership, how- , ever, carries control of two-thirds of the German police, Hitler was said to have refused, considering that a Hitlerite must be selected for the post.
. The "Express" added: "A Papen dictatorship is now the President's only alternative. It is expected that the Socialists will thereupon proclaim a general strike. •
A Reichswehr general warned von Hindenburg that von Papen's return ■would mean civil war.
The Berlin correspondent of the "Daily Mail" stated that the opinion was growing that the Nationalists' negotiations for the formation of a Parliamentary Government would fail, forcing President von Hindenburg either to break with the Constitution or to resign in favour of Herr Hitler or the ex-Crown Prince.
General von Schleicher's resignation from the Chancellorship threw the nation into a state of alarm bordering on. panic. Almost the whole nation opposes Herr von Papen. The newspapers declared that a clique of landowners had overthrown General von Schleicher and was planning a dictatorship.
