BEFORE WORLD RECOVERY.

The opinion that no real improvement in world conditions can bo looked for until a substantial rise in commodity prices has been effected was expressed by Mr. E. C. Kiddle, governor of the Commonwealth Bank, upon his return from London. He added, however, that a better tone was now apparent in financial circles.
