EMERGENCY BILLS ONLY. PRIME MINISTER'S PLANS. (By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. A blunt indication that Parliament upon ite resumption in the New Year would deal exclusively with emergency measures was given by the Prime Minister in the House yesterday, when denying that a promise had been given that the passage of the Municipal Corporations Amendment Bill would be delayed. Replying to a member who said he had understood that ample time would be given interested local bodies to examine the provisions of the measure, Mr. Forbes declared: "We will not be able to take this class of legislation when we resume in January. Upon resumption we expect to be dealing with legislation arising out of the economicposition of the country. As far as legislation such as the Municipal Corporations Bill is concerned, I state definitely that unless It js passed now it will have to be dropped. We cannot take it later on.
