FRANCE AND SOVIET. Treaty of Non-Aggression and Neutrality. "RED" PROPAGANDA BARRED. (United P.A.—Electric Telegraph—Copyright) PARIS, November 27. A Franco-Russian pact of nonaggression has been signed. It contains the following provisions:— (1) No recourse to war and inviolability of territories, including the French colonies and protectorates. (2) Neutrality in the event of a third party's overt aggression. (3) Restriction of boycotting. The pact also prohibits the Soviet's news propaganda. Russia gives a further undertaking neither to promote nor to favour anti-French propaganda or agitation. Further, the pact prohibits the Soviet aiding revolutionary bodies operating from Russia or elsewhere against IndoChina, Syria or North Africa. The pact is complementary to the Russo-German pact of 1926 guaranteeing Russian neutrality in the event of aggression against France or Germany. French comment deprecates exaggeration of the effects of the pact. HARSH DECREE. Starvation Faces Workers Who Seek Better Jobs. DIRE PUNISHMENTS. (Received 11.30 a.m.) LONDON, November 27. The Riga correspondent of "The Times" reports that in order to check the drift of workers who are seeking better positions the Soviet has issued a decree affecting all industrial areas, the inhumanity of which is unparalleled since the 1929 drive against the Kulaks (well-to-do farmers). It insists on dismissal of a worker, and forfeiture of food cards for unauthorised absence from the factory for a single day and immediate eviction from his dwelling regardless of the season and without providing other dwelling or means of transport. Offenders cannot be re-employed for six months, consequently starvation is certain in the event of full enforcement. The decree is already operative in Moscow and in the Donetz district, affecting hundreds. "Pravda," the official newspaper, warns factory managers against leniency, and the workers' newspaper, "Trud," states that unions are forbidden to help dismissed members.
