LONDON, November 17,

The yield from grain levies in Russia being less than a quarter of that prescribed, the Communist Central Committee, according to the Riga correspondent of "The Times," has sent missions to the Ukraine and the district north of the Caucasus with orders to bring the ringleaders in passive resistance on the farms before tribunals for exemplary punishment.

The Commissar for Supplies, M. Mikoyan, has already reported that the tribunals are faced with a gigantic task, as they will be compelled to "purge" also local "government Communist officials and slack judges who have been "polluted by the Kulak mentality." The Government has decided to prosecute registers as counter-revolutionaries.

The peasants declare that they have not the grain, but spies are betraying secret hoards, which have been confiscated, and many peasants have already been tried and sentenced to at least 10 years' forced-labour. Others have been expelled from their farms without compensation, and are faced with starvation.'
