The Bank of England returns for the week ended November 3. as compared with those for the week ended October 27, are as follow :— Nov. 3. Short loans, 1 per cent, the same as last week, and three months' bills, 23.3- per cent, compare with 13-16 per cent last week. The bank's discount rate is 2 per cent, to which it was reduced, from 24 per cent on June 30.
