Labour Party Strongly Opposes Agreement Bill. MR. SCULLIN'S ATTACK. (Received 10.30 a.m.) SYDNEY, this day. "Under the crack of the party whip the agreement may be ratified by this Parliament, but it cannot last," declared Mr. J. H. Scullin, J/eader of the Labour party, in opening the Opposition attack in the House of Representatives on the bill which embodies the Ottawa decisions.

Mr. Scullin particularly attacked Article 12 which he declared took powers from Parliament and gave them to the Tariff Board. He contended that to bind this and the next Parliament on the fundamental principles of tariff policy would be to rob the people of their rights at the next election. Mr. J. A. Lyons, replying to Mr. J. H. Scullin, charged him with aiming at the complete' destruction of the Ottawa agreement. The debate was adjourned.
