Embargo Lifted on Empire Projects. *• " • PREVENTING CONGESTION. (Received 12 noon.) LONDON, September 30. The Chancellor of tlie Exchequer, Mr. Neville Chamberlain, announces the withdrawal of the ban on new loan issues except on behalf of borrowers domiciled outside the Empire, or where proceeds will be remitted abroad, also on the optional replacement of existing issues by issues involving underwriting or an invitation for new cash. The announcement adds that with a view to co-ordinating the requirements of borrowers and preventing possible congestion, no trustee security issue should be made without agreement with the Bank of England regarding the amount and date of issue.
