BERLIN, June 15. A decree issued on Monday will enable the 1932 Budget to be balanced at £410,000,000, including £68,0p0,000 for State insurance expenditure. The Government explains that the decree is necessary to save the insurance system from collapse. Economics are imposed, says the Government, because experiences in the past montn have shown that an increase in taxation merely leads to a drop in revenue. Therefore it has no intention of imposing further taxes. In future the Government intends co-operating with other Powers in an effort to reach a solution of the world economic crisis. It intends to endeavour to revive the home markets by establishing small holdings and introducing a voluntary labour service.
