LOTTERY AND BETTING.
INQUIRY IN BRITAIN. RUGBY, May 27. The Home Secretary, Sir Herbert Samuel, announced in the House of Commons that the King has approved the appointment of a Royal Commission to inquire into the existing law, and the practice thereunder, relating to lotteries, betting, gambling and cognate matters. The commission would report what changes, if any, are desirable and practicable. Sir Sidney Rowlatt, K.C., would be chairman of the commission, which would consist of ten men and two women members.
