SUCCESS AT OTTAWA.

Sir T. Wilford's Toast At Anzac

Day Luncheon,

ECONOMIC COUNCIL URGED

(Received 11.30 a.m.) LONDON, April 25. Sir Thomas Wilford, New Zealand High Commissioner, giving the toast of success to the Ottawa Conference at the Anzac Day luncheon, said that any delegation going there with the intention of winning would be an enemy, because if anyone won, some other member of the Empire would lose. Whatever the outcome he hoped there would be a permanent Empire Economic Council. Even if reciprocity agreements were reached at Ottawa there must be a constant liaison to carry these out. New Zealand was straining at the leash in the race for Empire prosperity.
