INDIAN CIVIL DISOBEDIENCE
CALCUTTA, February 21
The situation in India is gradually improving. There are indications that the civil disobedience movement is collapsing. More Indians are rallying to the support of the Government, which is hastening the preliminaries to the formation of a new constitution.
At the end of January the convictions for civil disobedience totalled 12,000. In addition there were 3000 arrests under the new emergency powers and regulations. Many of those arrested were subsequently released on giving pledges not to participate in anti-Government movements.
