OUTLAWRY OF ARMS. Archbishop of York's Advocacy At Geneva. APPEAL TO DELEGATES. (United P.A.—Electric Telegraph—Copyright) (Received 12.30 p.m.) GENEVA, January 31. The Archbishop of York, Dr. W. Temple, preaching at St. Peter's Cathedral to a representative congregation, including the German Disarmament Conference delegation, took as his text the quotation, "We are members one of another." Dr. Temple said that the clause in the peace treaties affixing to one group of belligerents the whole moral guilt of the Great War offended the Christian conscience. Christendom's voice must be raised for its deletion by those responsible. Referring to the Disarmament Conference, he urged that armaments have been representative of a conception of national sovereignty which is politically pernicious and an abomination to Christians. The opportunity now afforded them to abandon competition for cooperation would be the acid test of the sincerity of the homage paid to peace. His Grace added that he believed still that Britain did her duty in 1914, but he was still more convinced that it was her urgent duty to prevent a recurrence of the situation in which such a course would be obligatory or even permissible.
LEAGUE TO HURRY. Expediting Inquiries in the Far East. ARTICLE 15 APPLICABLE. (Received XI a.m.) GENEVA, January 31. The League of Nations Council is expediting its inquiry at Shanghai. The Mancliurian Inquiry Committee may travel across Siberia, saving 10 days. M. Paul Boncour, President of the Council, despite dissuasion by the Japanese delegate, Admiral Sato, said that his colleagues had agreed that Article 15, which deals with sanctions and binds the contracting parties to take joint action against an aggressor, suggesting diplomatic and economic pressure, instead of Article 11, was'applicable to the dispute with China.
