General Higgins to Visit
Dominions.
URGES EMPIRE SETTLEMENT.

The Salvation Army leader; General Higgins, accompanied by Mrs. Higgins, is to leave England on February 3 for Australia. Ho will travel by way of Canada and New Zealand, arriving at Auckland on April 21, and at Sydney on May 22.
General Higgins is to preside at public conferences to discuss privately property schemes and extensions of social and evangelical work.
In a letter to "The Times," he urges the adoption of a 30-years programme of Empire settlement instead of the spending of £100,000,000 per annum relieving able-bodied people in Britain.
General Higgins contrasts Dutch land reclamation schemes with failure to settle thousands of square miles of good healthy hinds in Australia and Canada. He declares that traditional'genius, for colonisation is still active in Holland, and asks, can the same be said for the British Empire.
