SETTLING EUROPE.

GERMANY'S POSITION. Important Meetings to be Held This Week. CAPACITY TO PAY. (United P.A.-ETectric Telegraph—Copyright' (Received 10 a.m.), LONDON, December 6. Conferences which open on Monday may have consequences that will be felt" all over the world and will contribute to the settlement of Europe. The Young Plan Consultative Committee is to inquire into the capacity of Germany to pay reparations and will assemble at Basle. Simultaneously,' the committee of bankers on frozen German credits will meet in Berlin. The proceedings are expected to be protracted. The reports will not be ready for the conference of international statesmen before February. A message from New York states that the German debt problem and the possibility of Germany dropping the gold standard, although the latter move is regarded only as a last resort, were held responsible on Saturday for a violent break in stocks. There was a downward movement in grain and bank shares and a drop to new low level's for all German bonds. A long list of German issues sold at 16 to 25 per cent below par value.
