TARIFF INOPPORTUNE.

The "Daily Express" says that Mr. Walter Runciman, President -of the Board of Trade, informed a deputation of the steel industry that he was unabte at v present to introduce protection for iron and steel. Investigations would continue and the position would be watched carefully.
