SHANGHAI, September 25,
The Manchurian crisis appears to have subsided as suddenly as it arose. To-day's dispatches are almost entirely confined to a discussion of the responsibility for the events.
Tension is plainly relaxing and there is an almost complete absence of military news.
A Tientsin message says the Japanese are holding General Tsang Shi-hyi, the civil Governor of the Feng-tien Province,, and are demanding his signature to a document admitting responsibility for the Manchurian. events. The general is reported to be hunger-striking.
There was an unpleasant slight to the League's prestige when the Japanese representative announced at Geneva that Japan was settling the Manchurian. dispute by direct negotiations, to which China refuses to assent. Th© delegate stated that he had been notified from Tokyo that Japanese troops, with the exception of a few guards, had been withdrawn from the occupied area.
