A DREAM CITY.
MOSCOW'S PUTURE. COLOGNE, July 10. Moscow will become a model city_ if the design of its chief town-planning architect, M. Meyer, is realised. M. Meyer, lecturing here, said that the j Soviet' plans rebuilding Moscow from a central hub, which will replace the old city and consist of the headquarters of the Government, people's commissars, Communist party and trades unions. From the hub 10 sectors will radiate, each possessing its own administrative and economic life, with stores, schools, an enormous communal kitchen, central laundry and bread factory. The sectors would be separated by extensive open spaces. The construction of dwelling* and factories near each other wouid enable workers to walk to their employment. It is anticipated that the sector system would result in an even distribution of traffic through the city. ' The population of Moscow in 1920 was 1,000,000. Now it is 2,800,000.
