TINKER JOE. —(1) The general attitude of tlie Labour party was against the so-called "poll tax." Several amendments for a graduated system •were moved by members of that party, but were rejected by large majorities. (2) The Act as introduced by the Government contained authority for the •permissive payment of sustenance, and the relevant clause was carried without division, against an amendment moved by the Leader of the Opposition that there should be no payment except in return for work. The sustenance provision of the Act has not been made operative, as a result of tie Prime Minister's adherence to his declared policy of "no work, no pay." Labour party has urged consistently the payment of sustenance in the absence of work being provided.
