UNIFICATION OF CONTROL . i IMPORTANT PROPOSALS. ADDED POWERS FOR BOARD. (By Telegraph.—Press Association.) NEW PLYMOUTH, this day. . \ Recommendations for 1 the unification of .control of the dairy industry mitted to the National Dairy Confer- : ence to-day by a committee set up for the purpose. The report of this committee was discussed at length, the discussion largely revolving around the methods of election of the Dairy Produce Board. Eventually thelreport was divided into two parts, and the first part was held over for subsequent consideration. The second part of the report, which was adopted, stated:; "The Dairy Division' Should carry out the duties of farm dairy instruction, instruction and disci p-linai-y measures in cheese and butter manufacture and the grading of produce in New Zealand and inspection overseas. To finalise, such a plan the committee suggests that it should meet again within nine months and after the fullest i investigation bring down a comprehen- | eive report and submit it to the_ industry for subsequent consideration in conference. ' "To meet the present urgency, the committee suggests that the board as at present constituted should bo given, by Order-in-Council for the period up to August 31, 1832, the necessary powers to administer the internal affairs of the industry, such powers to be limited entirely to questions relating to the enforcement of the regulations under* the Dairy Industry Act. Temporary Measures. "The temporary measures advocated are:—(l) That there should be the utmost co-ordination of service between the Hamilton and Hawera laboratories and.the Dairy Research Institute; (2) that the Dairy Research Institute 'should be given a free hand in investigating the manufacturing problems of the industry, and the director of the institute should attend all' meetings of the board in a similar capacity; (3) that, the North and South Island Factory Managers' Associations should nominate operative members of'their associations to attend the Dairy Board's ' meetings and assist the board in its deliberations on manufacturing problems, one manager being nominated for each meeting and two, if desired, by the board. "In this connection it is further recommended that conversations take place between the Factory Managers' Asso.t ciations, the Dairy Produce Board and officers of the Dairy Research Institute with the idea of giving the managers improved status, either by license or by 1 gradual registration under chai-ter. ■.■■•- "It is recommended also that the Director of the Dairy Division should supply the board with regular gradings ! of individual cheese and butter factories, reports on factories infringing regula- • tions and reports from the division's 1 officers in the .United Kingdom; and ' that any necessary action of a discipli- ; nary nature in regard to faults in manufacture and infringements of-regulations' > should be taken hy the Dairy Produce Board.".

Election of Board. . ;. In the first part of its report the committee said it was convinced that the present method of electing the Dairy Produce Board, the administrative head of the industry, should be altered. It suggested that the basis of the election of the board should be by the votes of dairy company directors who have; been elected by producers electing district committees, who would elect a Dominion council; which in turn would elect the Dairy Produce Board. The board should be given legislative powers to administer tho internal affairs of the industry, to take all disciplinary action to enforce the carrying out of the dairy regulations, and the Dairy Division should act in an advisory capacity to the.board....
