SENATOR'S ADVERSE CRITICISM WASHINGTON, June 18. Senator J. T. Walsh (Democrat, Montana), the investigator of the oil scandals, in commenting on the address delivered by President Hoover, when dedicating a memorial to the late President Harding, by inference charged Mr. Hoover with a dereliction of duty, when as a member of Mr. Harding's Cabinet as Secretary of Commerce ho had not exposed the crookedness existing in high official circles. Mr. Walsh drew attention to Mr. Hoover's assertion that the betrayal by his friends wae the contributing cause of Mr. Harding's death, and said it was injudicious for the President to make such disclosure.
