TRADE COUPONS.
BILL before house. TO PROHIBIT ALL ISSUING. JUTER SEPTEMBER 30 NEXT. JIEASUKE read a first time. (By Telegraph.—Parliamentary Reporter.) WELLINGTON, Friday. The Trading Coupons Bill, seeking to prohibit the issue of trading coupons, ff as introduced by Governor's Message (n the House of Representatives to-day. jt provides that any manufacturer, packer, or importer, not later than June SO next, may issue trading coupons redeemable solely by himself, though it jnll not be an offence to retail at a subsequent date packages containing coupons which the seller had purchased jiot later than June 30. The principal clause of the bill states that no person, after September 30 next, shall redeem any trading coupon by means of money or any other consideration. The bill also makes it an offence for any trading coupon company to refuse, before September 30, to redeem coupons in terms of its undertaking, whether -such was legally binding or not. Cash discounts are expressly excluded from the terms of the bill. Another provision is that whether a winding-up resolution has been passed by a trading coupon company before or after the; passing of the bill, it shall not be lawful for a liquidator to distribute the assets before October .1, 1931. Breaches of the Act involve a penalty of £200.The Trading Stamps Prohibition Act and the Board of Trade Regulations regarding trading stamps are repealed. The bill was read a first time.
