Governor Declines to Sanction

Swamping Plan.

RECALL MAY BE ASKED. (United P.A.-Electric Telegraph-Copjright) SYDNEY, March 23. A grave political situation, has been created in New South Wales by the action of the Governor, Sir . Philip Game, in refusing to make additional appointments to the Legislative Council. The Premier, Mr. J. T. Lang, approached his Excellency at a special meeting of the Executive Council and asked for the necessary appointments of Labour nominees to assure the passage of policy measures. Subsequently the Governor dispatched an official reply to the Cabinet to the effecv that he could not accede to the demand of Mr, Lang. It is stated in Ministerial circles that the Premier will immediately communicate with the British Government and ark for tlk: recall of his Excellency. It is understood that Sir Philip declined to make the appointments for the reason that the Government did not put forward sufficient reasons why he should accede to the request. The Government's application followed upon the action of the Legislative Council in referring the Industrial Conciliation and Arbitration Bill to a, select committee. The Government accepted the decision as being in the nature of a challenge and in its application to the Governor pointed out that the Council wae impeding the legislative programme.
