FIRST STEP TAKEN.

BERLIN, March 22.

The German Foreign Minister, Dr. Curtius, announces the conclusion of a preliminary agreement between Germany and Austria relating to a future Customs union.

It is stated in Berlin that the purpose of the agreement is to take the first step toward the realisation of M. Briand's European Union plan. Each country is to retain entire independence, also the right to conclude commercial treaties with other States, having regard to each other's interests.

Wherever possible they are to conduct such negotiations jointly. The Customs administrations are to remain separate and the revenue from them is to be divided. The agreement is to be binding for three years, and six months' notice is required for its termination.
