A message from Perpignan states that the little Republic of Andorra, which originally granted to Messrs. Kelly and Hadley, of Melbourne, permission to organise sweepstakes, has received the first annual payment of £15,000. However, the French President and the Spanish Bishop of Urgel, as co-Princes of Andorra, which is a sub-suzerainty of France and Spain have stepped in and vetoed the scheme for reasons of morality. The Andorrans are unable to disregard the veto, as France and Spain are in a position to employ coercive measures, including the withdrawal of Andorra's special Customs facilities.
