INSTANCE POLICY.

EX GRATIA PAYMENTS.

STATE OFFICE'S DECISION.

DEFENDED BY MR. FORBES.

(By Telegraph.—Press Association.)

WELLINGTON,. Friday.

Referring to the statement issued by the associated insurance companies criticising the decision by the Government to make ex gratia payments under State fire polieics in connection .with the Hawlce's. Bay disaster, the Prime Minister, the Right. Hon. G. W. Forbes, made the following reply to-day-:— "The conditions of an ordinary fire policy certainly exclude fire loss or damage arising through earthquake. Fire policies, however, are primarily intended to afford protection against damage by fire, and the Government, after taking into consideration the excep- 1 tionallv strong financial position of the State Fire Office, decided that this was not the time to sta'nd on the strict legal position in regard to ' policyholders who had suffered loss by fire. "It. may be said that the funds of the' office have been entirely built up by State fire policy-holders, without any cost to the Consolidated Fund. Any payments made will be in addition to claims met under policies issued specifically covering damage arising out of earthquake."
