The Chancellor of the Exchequer, Mr. Philip Snowden, in the House of Commons announced th& appointment of a Royal Commission to inquire into the working of the unemployment insurance scheme. Mr. Justice Holman Gregory would be the chairman, he said. The Minister of Labour, Miss Bondfield, moved an increase of the Unemployed Insurance Fund's borrowing powers by f 10,000,000 to £70,000,000. The funds debt now stood at £56,000,000 and was increasing at a rate of £40,000,000 a year. The total benefits, plus the cost of interest and administration, amounted to "£107,000,000 a year. ■ , * The motion was carried by 271 votes to 214.
