AN EXPERT OPINION.
The extract from a confidential report by Sir 0. Niemeyer quoted'by the acting-Prime Minister on Friday evening includes some comments which Mr. Ransom must have found both interesting and encouraging. Our distinguished visitor can see no justification for comparing the financial position of New Zealand with that of Australia. For the Dominion, "thanks largely to its sound financial methods in the past, enjoys a high reputation on overseas lending markets." At the same time, Sir 0. Niemeyer advises against anything in the nature of reckless borrowing and unproductive expenditure. The report contains a rather remarkable anticipation of the Commission's proposal for a Railways Board, and Sir 0. Niemeyer's opinion on this question strengthens the movement to make control of railways non-political. On the whole, Ministers have every reason to be satisfied with Sir 0. Niemeyer's comments, which confirm completely the acting-Prime Minister's view of our financial position, and very largely approve the measures that the Government has taken to deal with it. x
