WINNIPEG, August 17

The Premier of Manitoba, Mr. J. Bracken, predicted that the Provincial Government will not guarantee advances on the 1930 wheat crop "unless a more serious situation develops than is now apparent." The Premier on his return from Eastern Canada, where negotiations have been completed covering all advances for the remaining portion of the 1929 crop, stated that the "Provincial Governments entered the picture last year in an attempt to avoid an economie crisis which would have affected not only the fanner but every other business interest." Last week excitement was inspired by reports that 3.000.000 acres in Manitoba and Saskatchewan have been utterly ruined bv blackrust, cutting the total crop bv 50,000.000 bushels.
