PARTY CO-OPERATION.
REFORM MEMBER'S VIEW
NO ALLIANCE LIKELY.

WELLINGTON, Friday.
"Had the Government only paid attention to the policy pursued by the Reform party I feel sure that the results of the financial storm that has overtaken New Zealand would not have been so ■ bad," declared Mr. W. P. Endean (Parnell) in the House. Mr. Endean said the Government had asked for co-operation, but did they not have the co-operation of the majority of the House? They had the assistance of the Labour party—the "tails I win in good times" and "heads you lose in bad times" party. While the party system obtained in New Zealand the Government could not expect the Opposition to become allied with political mediocrity and business incapacity. The Budget was a staggering document, as it placed such heavy burdens on the backs of the busy bees who were trying to bring honey to the national hive that it was doubtful whether they would ever reach the hive. Mr. Endean expressed the belief that the only way to deal successfully with the railways was to appoint a board of directors composed of hard-headed business men and place the system on a proper business basis. A commission had been appointed to investigate the system, and now, so he had been informed, a sub-commission had been appointed. The Hon. W. A. Veitch, Minister of Railways: No, that is not so. Mr. Endean: I heard in Auckland that two experts had been called in to deal with complicated questions that might arise. The Minister: That is a different thing altogether. Mr. Endean: It was stated to me in Auckland that a sub-commission had been appointed. Ho contended that if the same efficiency were displayed in the management of the railways as obtained in commercial firms great benefits would accrue to the people of New Zealand.
