ROYAL PREROGATIVE.
Infringed By Australia In Vice-Regal Nominee. EMBARRASSING- SITUATION. LONDON, April 27. The "Observer" gives prominence to a message sent from Sydney saying Mr. Scullin's nomination of Sir Isaac Isaacs ftir the Governor-Generalship has not been accepted. This has created a most embarrassing situation, because of its infringement of the Royal prerogative, and also it is discourteous. Moreover, as Lord Stonehaven's successor for the first appointment under the new definition of Dominion status and solely as tho King's representative, the name of a particularly high personage would have been submitted. Tho "Irish Times" says the strength of the Empire does not depend upon the nationality of the Governor-General. However, as in the case of the Irish Free State and the Privy Council, Mr. Scullin's move is a pin-prick which is resented by men of goodwill.
