"The problem is not a simple one," they stated, "and i* raises the question of the right of individuals to give free rides in owned or controlled by them to theri; friends or customers. As far as we, know no country has yet attempted to grapple seriously with the problem although the question of doing so was discussed by the Government of Victoria some little time ago." They suggested that before approaching Parliament con* sideration should be given to the position and an attempt made to define the limits within which free riding should be permitted.
