GERMANY'S FUTURE. Treaty Signed With " Heavy But Finn Heart." HINDENBURG'S HOPES. (United P.A.-Electric Telegraph-Copyright) (Received 2 p.m.) BERLIN, March 13. President Hindenburg , signed the Young Plan, and in a proclamation, subsequently stated that he did so with a heavy but firm heart, because he believed it would lead the fatherland on the right path. General Hindenburg has postponed his signature to the British, Australian, New Zealand and Polish property agreements till he sees whether they conform with the Constitution. This is regarded only as a formality.
YOUNG PLAN ADOPTED Regarded as Step Towards World Peace. ADVANTAGES FOR GERMANY. BERLIN, March 13. In moving the third reading of the Young Plan, which was finally adopted by the Reichstag, the Chancellor, Dr. Mueller, said Germany accepted the plan honestly and would do her best to fulfil it. He regarded it as a step toward world peace. The plan also contained advantages for Germany, namely, release from control, reduced reparation payments, and the evacuation of the Ehineland. Germany had undertaken heavy obligations which she would do her best to discharge, not willingly, but lest worse should befall her. One deputy, as spokesman for the four main coalition parties, entered a protest against the liquidation of the agreements with Britain, Australia and New Zealand. He said his parties only accepted the liquidations because otherwise Britain would refuse to ratify the plan. "We regret that Britain alone among the creditor Powers is to receive several hundred million marks of the surplus liquidation proceeds, thus drawing a sum supplemental to reparation payments and income from private sources," said the speaker. "But we still hope the matter will be reopened in the future." A Communist deputy announced that a world strike against the plan has been arranged for May 1. The House approved the liquidations by 250 votes to 142.
