FRESH FLOODS.
Further Rain Causes Fear in South of " France. RIVERS BREAK BANKS. (Received 1.30 p.m.) PARIS, March 13. Incessant rains in the Lower Pyrenees have caused fears for fresh floods. All rivers are swollen again and many torrents have broken their banks. The Garonne has risen ten feet above normal at many points. The Garonne overflowed the quays at Agen. A dyke has been built at the Bordeaux " quays by 300 soldiers, thus strengthening the left bank above the city.
