SHANGHAI,- February 14

Mr. Wang, Foreign Minister, states that the respective foreign Governments have approved a provisional court agreement, which will be formally signed on February 17. Agreement has also been reached between the Government and the British Minister regarding the retrocession of Weihaiwei. The draft has already been initialled. This is_ the 'initial step towards the return of all leased territories held by,foreign Powers in China.
