SHANGHAI, December 23
The Foreign Minister, Mr. C. F. Wang, when announcing the New Year programme, stated that the first three steps towards the further establishment of China's sovereign rights would be the abolition of the inland navigation rights enjoyed by foreigners, the abolition of extraterritoriality, and the withdrawal of all foreign troops in China.
