STATE APPOINTMENTS.
NEW DEPARTMENTAL HEAD.
MR. C. H. CLINKARD CHOSEN.
MR. L. J. SCHMITT FOR AUSTRALIA

The Public Service Commissioner, Mr. P. Veinchaffelt, annoouees that Mr. C. H. Clinkard, who ]ias been acting as secretary to the Administration in Western Samoa since the beginning of this year, has been appointed permanent 'head- of the combined Tourist, Publicity and Industries and Commerce Departments.
Mr. L. J. Sehmitt, late of the Industries and Commerce Department, and now employers' representative on the Arbitration Court, has 'been selected as the special representative of' New Zealand in Australia.
Mr. Clinkard is a son of Mr. C. H. Clinkard, M.P., of Eotorua, and he was educated at the Auckland Grammar School and Victoria University College. On his return from active service he was appointed advisory accountant to the Board of Trade, and later he became adviser to the Department of Industries and Commerce. Last February, upon the reorganisation of the Samoan Administration, he was appointed secretary. Mr. Schmidt was born in Melbourne 45 years ago, and has been in New Zealand nearly 20 years. He has had a very varied commercial experience, and since 1920, as investigating officer and accountant'of the Department, he has gained an intimate knowledge of New Zealand industry. In 1927 he accompanied his Minister on a tour in Australia. He has been a member of the Arbitration Court since last February.
