DRAINING A SWAMP.
ONE BIGr BOARD BILL BROUGHT DOWN. ißy Telegraph.—Parliamentary lteporrer.) WELLINGTON, Monday. A non-contentious measure to enable several "small local bodies to form one representative drainage board to control the Woodlands swamp, near Hauilton, was introduced by Governor's Message in the House ox Representatives tonight and read a first time. The ActingLeader of the House, the Hon. G. W, Forbes,' explained that the bill gave effect to an agreement arrived at by several small boards to bring about biie central controlling authority to deal with the Woodlands swamp. At present the position was unsatisfactory, as no one Had control, and no board was. responsible for the outlet. There had been a good deal of inquiry and discussion, and this bill was the result.
Mr. Young (Hamilton) said the bill would pave the way for no less than seven small river boards and drainage boards to create one main board. It "did not actually bring about an amalgamation, but made it possible for them to amalgamate. The only means of unwatering a very large area wa3 to have one board, and that couid be done if the interested boards so desired.
