Must Fail.
SIGNATURES INADEQUATE
(Received 11 a.m.) BERLIN, October 30. Preliminary figures show that the plebiscite to reject the Young Plan is doomed to failure. The returns hitherto counted average only half the number of signatures required. Though the result will not be known till November G, reliable estimates reveal that it will-be an utter fiasco.
